Bazhong to build cluster of revolutionary museums with annual visitors to reach 5m by 2030

Recently, 12 departments in Bazhong, Sichuan province, jointly issued the Implementation Plan for the Construction of Red Museum Cluster in Bazhong, officially initiating the construction work of the red museum cluster.

The implementation plan consists of three parts: main tasks, overall goals, and guarantee measures, covering such aspects as protection and management, rational utilization, publicity and communication, institutional mechanisms, collaborative linkage, and supervision and effectiveness. The plan introduces many innovative measures and unprecedented rewards.

In terms of specific goals, the plan highlights that by 2030, there will be 5 red museums at or above the third level, and 5 large museums with an annual average of one million visitors. Red museums at or above the second level and exhibitions named among the "Top Ten Fine Exhibitions in National Museums" should achieve zero breakthroughs. At the same time, the plan includes implementing the cultivation plan for red museums, aiming to add 6-8 newly registered red museums to the city by 2030, seeing the total number of red museums reach 20.

Regarding institutional mechanisms, investigations and evaluations will be conducted on revolutionary museums and village history museums in Bazhong, and based on a comprehensive understanding of the overall situation of revolutionary museums, resource banks, project banks, and talent banks will be established, with protection plans being implemented in batches. A mechanism for sharing museum collections will be established, and a list of collections will be made public. It will give the museum district the function of non-movable cultural relic safety inspection, inspection, and legal education, and accelerate the establishment of a corporate governance structure with a council as the main form for revolutionary museums.

In terms of rewards and incentives, the plan proposes that income from exhibition planning and educational project design carried out by museums, as well as other sources of income, should be included in the unit's budget and managed uniformly according to regulations. It can be used to build and maintain the collection, as well as for career development and performance rewards for eligible personnel. At the same time, a reward fund will be established in the form of propaganda and marketing funds for cultural and tourism health industries, and a one-time reward of 300,000 yuan ($41346) will be given to those who receive the title of "Top Ten Exhibition Masterpieces of Sichuan Museums," and a one-time reward of 500,000 yuan will be given to those who receive the title of "Top Ten Exhibition Masterpieces of National Museums." Local museums are encouraged to hold exhibitions in other locations to promote the cultural brand of "Bazhong Cultural Center, Capital of the Sichuan-Shaanxi Soviet Area, and Birthplace of Yan Yangchu," with a one-time reward of up to 100,000 yuan, 50,000 yuan, and 30,000 yuan, respectively, based on the evaluation results.

In terms of functional development, the plan seeks to promote the overflow of revolutionary museum functions and their integration with urban space and functions, as well as to establish a shared mechanism for the construction and utilization of revolutionary museums among schools, party and government agencies, enterprises and institutions, and stationed troops inside and outside the city. It aims to create a traffic circle where visitors can reach exhibition areas within half an hour in the county and within one hour in the city. It also promotes the development of tour guides, implements star-level assessment and management, and builds a professional and high-quality team for publicity and communication. It encourages revolutionary museums with a good foundation to explore new exhibition models of "exhibition + performance," allowing revolutionary resources to come alive through dynamic interpretation.
