In recent years, in order to respond to the aging of the population  and accelerate the improvement of the elderly care service system, Bazhong has cultivated senior care service professionals through multiple channels.

Transregional cooperation. Bazhong and Chongqing Yubei district have reached a strategic cooperation agreement on elderly care services, and established a mechanism for mutual training of elderly care talents between Chongqing and Bazhong.

In 2021, the first 30 trainees were selected and trained. Ten senior care service personnel training covered more than 1,200 practitioners and 93 of them obtained certificates.

School-enterprise cooperation. Students are encouraged to study nursing. Tuition fees for nursing majors or nursing service majors in Bazhong Secondary Vocational School are waived.

The local government encouraged nine secondary vocational colleges in the city to offer majors such as intelligent elderly care services, elderly services and management.

Social pension service institutions were encouraged to establish training bases in vocational colleges through school-enterprise cooperation and cooperate with vocational colleges to carry out training work.

Social engagement. Bazhong supports and guides social forces to serve the elderly care industry, approve the establishment of 25 vocational skills training institutions engaged in the elderly care service, and improve volunteer services in villages, townships, counties and cities. Some 340 elderly-related social organizations have been cultivated across the city.

Policy incentives. Bazhong included the skills training of employees in the elderly care industry into the scope of vocational skills improvement actions, and clarified the subsidy standards and application procedures for occupations in the elderly care industry, such as elderly care, housekeeping services, and health massage.

Since 2019, the city has held more than 380 vocational skills training courses such as elderly care and health massage, trained more than 22,000 people, and cashed more than 15 million yuan ($2.23 million) in vocational training subsidies and vocational skills appraisal subsidies.
